12-13 December 2019, Podgorica, Montenegro EC TAIEX Multi-country workshop on Scaling up colorectal cancer screening programmes, organized in co-operation with SEE Health Network Regional Health Development Centre on NCD hosted by the Institute of Public Health Montenegro and SEE Health Network Secretariat within Montenegrin SEE Health Network Presidency. Participants are from Republic of Albania, Bosnia and Herzegovina, State of Israel, Republic of Moldova, Montenegro, Republic of North Macedonia, Republic of Serbia, Turkey and Kosovo* – Western Balkans and beyond.
The South-eastern Health Network (SEEHN) is pleased to announce the designation of a New Regional Health Development Centre on Sexual and Reproductive Health, hosted by the East European Institute of Reproductive Health (EEIRH) in Romania. Romania is a strong example of success and continued regional cooperation in the area of sexual and reproductive health. In its capacity as EU Member State, Romania is ready to share with its partners in the Network the experience gathered during the accession and integration process and to promote the EU principles and policies in this particular health area. In the last 20 years, the East European Institute of Reproductive Health in Romania has been providing valuable technical assistance in sexual and reproductive health to countries in Eastern Europe and Central Asia, including several SEEHN Member States. EEIRH is also acting as a UNFPA regional partner, promoting the right of women and men to sexual and reproductive health, the right to a life without gender-based violence and to a healthy and dignified ageing. To fulfill this mission, EEIRH provides policy advisory work, consultancy and technical assistance, develops and implements research, training and communication programmes and projects. In all its activities, EEIRH promotes dialogue, partnerships and international cooperation with commitment to supporting the achievement of the Sustainable Development Goals, in particular Goals 3 and 5, through the combined efforts of governments, civil society organizations and the private sector, in the context of a stronger and more effective partnership for development.

Representatives of the SEEHN Secretariat and the Regional Health Development Center (RHDC) Southeast European Center for Surveillance and Control of Infectious Diseases (SECID) met Friday 18 January 2019, in Tirana, Albania.

The visit to SECID aimed for strengthening public health cooperation related to the public health emergencies, preparedness and control of the communicable diseases.

Dr. Mira Dasic SEEHN Secretariat director presented the recent developments within SEEHN and next short term plans at the SEE Regional level. Particular focus was made to the implementation of the Chisinau Pledge Action and the WHO – SEEHN Sub Regional Cooperation Strategy for 2018 -2023. New opportunities for strengthening technical work in partnership SECID- SEEHN were also discussed and agreed. The results will be accelerated with the greater involvement of the SEEHN Member States particularly related to the vaccines and vaccination area.

In order to strengthen the capacities of the 9 countries including the national capacities on vaccine procurement and the increase access to quality-assured vaccines at affordable and optimum price in the Member States of the SEEHN a WHO SEE regional event is planned to take place on 27.02 – 01.03 in Tirana. The workshop will engage national technical experts responsible for the management of the immunization programme, vaccine procurement and vaccine regulation in implementing the roadmap to securing access to affordable vaccine supply, discussed at the WHO SEEHN Ministerial meeting in Israel, July 2018.

RHDC on Accreditation and Continuous Quality Improvement of Health Care
(Belgrade, Serbia)
The Regional Health Development Centre for Accreditation and Continuous Quality Improvement was officially opened within the framework of the Agency for Accreditation of Health Care Institutions (AZUS) in Belgrade, Serbia in October 2012.
Performing all activities as RHDC under MoU, AZUS provides for education, accreditation process and evaluation of health care quality, and issues public accreditation certificates. In addition, AZUS provides professional, technical and organizational support to the Commission for the development and implementation of good clinical practice guidelines. By doing so, it ensures a base for further improving healthcare services and public health in the SEE.
Established to act as a strategic and methodological structure in blood transfusion safety, the Regional Health Development Centre for Blood Safety (RHDC BS) was officially inaugurated in January 2011 in Oradea, Romania.
As a reference point in permanent contact with the SEEHN Executive Committee and other specialized centers both in the South-Eastern Europe and throughout the European Union, the RHDC BS provides trainings to health professionals in the field of blood transfusion and blood supply management aiming to strengthen the partnerships and capacity of response in blood safety and availability for emergencies and special circumstances in the Region.

Established to help SEE countries improve their response to non-communicable diseases, which represent a growing public health challenge, the RHDC NCD coordinates the cooperation between relevant public health institutions in the Region.
Its vision, mission and strategic priorities and activities are in line with the objectives encapsulated in the European Strategy for the Prevention and Control of Non-communicable Diseases (2006) and Action plan for implementation of the European Strategy for the Prevention and Control of Non-communicable Diseases 2012–2016.
Hosted by the National Center on Health Management in Chisinau, Republic of Moldova, the Regional Health Development Center on Human Resources for Health (RHDC HRH), also known as the SEE Observatory on HRH, was established by a decision of the SEE Health Network in June 2011.
The RHDC HRH strives to provide information and knowledge in the field of HRH, facilitate the dialogue in the policy-making and regionally monitor the HRH on legislative level. The collaboration with the SEEHN member countries and other international organizations helps the Center introduce better standards and develop relevant guidebooks and training programs.
In that context, in June 2012, in cooperation with WHO Europe, the Ministry of Health of the Republic of Moldova has organized a Consultation on “Strengthening the health workforce knowledge base to support evidence-informed health policies” which proved to be beneficial to the representatives of 7 SEEHN member countries, the majority being human health resources.
The Regional Health Development Center on Public Health Services (RHDC PHS) has been established in July 2010 at the National Institute of Public Health in Skopje, Republic of North Macedonia with the aim to lead, coordinate, manage and monitor the progress of implementing selected public health projects and activities in the region.
The RHDC PHS has been actively involved in the preparation activities for the implementation of the SEE 2020 Strategy health Measure 3 of Inclusive growth pillar, as well as in the process of developing a national list of public health indicators for monitoring the implementation of the SEE 2020 Strategy.
Additionally, the RHDC PHS has contributed to the implementation of a project seeking to harmonize the cross-border public health and public health services legislation, standards, procedures, and develop mutual recognition and trust to enable the creation of a Free Trade Area from a public health perspective. The Center’s activities also address social agenda and inequalities, social inclusion and rights with focus on sexual and reproductive health policies in the region in line with Health 2020 objectives.
Since its inception in February 2011, the Regional Health Development Center on Organ Donation and Transplant Medicine aims to advance organ donation and transplantation by establishing, coordinating and supporting long-term cooperation within SEEHN countries and national health authorities. In that context, the RHDC facilitates the dissemination and exchange of good practices, knowledge, expertise and experiences.
The First Ministerial Conference on Organ Donation and Transplantation “Heart to the Region, Beating towards Self Sufficiency,” held in Zagreb, Croatia in June 2012, was followed by numerous workshops, trainings, meetings and expert missions which have significantly increased the donation and transplantation activity in the region. Furthermore, a new initiative on Paired Kidney Donation Program is on the horizon.
The Regional Health Development Center on Antimicrobial Resistance (RHDC AMR) was officially inaugurated in 2011 at the National Centre of Infectious and Parasitic Diseases in Sofia, Bulgaria, which is also a WHO collaborating centre for communicable diseases surveillance.
Its principal role is to coordinate the collaboration between public health institutions in the field of microbiology so to provide for sustainable development of national and regional surveillance programmes on antimicrobial drug resistance in the SEEHN countries. Thus, the RHDC AMR aims to establish a network of competent experts and bodies across the region for exchange of relevant information, knowledge and good practices as well as to further promote the collaboration between laboratories in the SEEHN countries for national and international surveillance of antimicrobial drug resistance.
Regional Health Development Center on Mental Health
(Sarajevo, Bosnia and Herzegovina)
Officially inaugurated in June 2011 by Mr. Sredoje Novic, Minister of Civil Affairs of Bosnia and Herzegovina, the Regional Health Development Center on Mental Health in SEE (RHDCMNH) was established within the Ministry of Civil Affairs of Bosnia and Herzegovina with the aim to improve mental health policy and practice through promotion, prevention, advocacy, publications, research, policy development, and collaboration and networking among SEE countries.
In October 2011, Bosnia and Herzegovina hosted the signing of the Banja Luka Pledge which set a five-year course towards inclusion of health in all policies, cross-sectorial work to address the social and economic determinants of health, and reduction in non- communicable diseases within the SEEHN region.
In order to develop and further strengthen the cooperation among the SEE countries in the field of mental health as well as build capacities of the mental health workforce, RHDCMNH has organized several regional meetings of SEE Health Network Mental Health Counterparts, a series of workshops on “Developing project proposals to fight against stigmatization” and on “Change management and Performance and outcome evaluation”, and the Second Regional Mental Health Network Steering Committee Meeting in Sarajevo.
The RHDCMNH also published the first issue of its Newsletter on Mental Health and significantly contributed to the third issue of the SEEHN Newsletter. Lately, the majority of the Center’s activities have been implemented in accordance with the planned activities through the Project “Strengthening the Capacities of Mental Health Professionals and Users’ Associations”.
RHDC on Communicable Diseases Control and Surveillance and IHR implementation in SEE
(Tirana, Albania)
The Regional Health Development Centre on Communicable Diseases Control and Surveillance and IHR implementation in South-Eastern Europe (RHDC CDC) has been hosted within the Institute of Public Health of Albania since its establishment in 2010.
In February 2013, “Southeast European Centre for the Surveillance and Control of Infectious Diseases” (SECID) was established as an integral part of the RHDC CDC as well as an administrative partner of IPH.
Consisted of Executive and Advisory Boards and Excellence Centres, SECID aims to build and improve regional and cross-border capacities, promote the regional “One Health” initiative and create sustainable initiatives and collaboration with networks and other agencies.
Since surveillance systems and health monitoring have long been in the focus of the Albanian health system, particularly in relation to influenza viruses, SECID has been actively contributing to the implementation of the Project “Surveillance and Response to Avian and pandemic Influenza by National Health Authorities of Countries of South East Europe” through country workshops in Kosovo, Montenegro, North Macedonia, Bosnia and Herzegovina, Bulgaria and Croatia.
